(PFEL) asked the District Court to set aside an order of the Federal Maritime Board and the Maritime Administrator (collectively called "the Board") denying PFEL's application for permission to operate unsubsidized vessels between the Pacific Coast and Hawaii.1 The United States intervened in the District Court as a plaintiff in opposition to the Board's order.
