The question presented is whether Section 2305.19, Revised Code, provides a one-year extension to the limitation period in which plaintiffs may bring their action. That section provides:

"In an action commenced, or attempted to be commenced, if in due time * * * the plaintiff fails otherwise than upon the merits, and the time limited for the commencement of such action at the date of * * * failure has expired, the plaintiff * * * may commence...
