There is no evidence in the present case that the town or village of Swainsboro prior to its incorporation as the Town of Paris (Ga. L. 1853-54, p. 269), or the Town of Paris prior to the repeal of the act incorporating such town (Ga. L. 1855-56, p. 398), or the Town of Swainsboro after its incorporation by the General Assembly in 1857...
