This is a proceeding for a declaratory judgment and injunctive relief filed by the City of Norfolk against Carolina Coach Company, hereinafter called Carolina, wherein Virginia Transit Company has intervened, to determine whether Carolina, without the consent of the city, has the legal right to transport passengers between points in the territory recently annexed by the city from Princess Anne county and points within the former city limits...
