This action arose out of a jurisdictional dispute between the Olympia Printing Pressmen and Assistants' Union, Local 182 (hereinafter referred to as the pressmen's union), and the Olympia Typographical Union, Local 142 (hereinafter referred to as the typographical union), with respect to the operation of the photo-offset equipment in the state printing plant.

Neither union had any written collective bargaining...
