Julian, the appellee, appeared before the New Castle County Building Inspector, Thomas Zappacosta, with plans for the construction of a motel in a C-2 zone located on the Philadelphia Pike near the Governor Printz Boulevard, north of Wilmington. The plans called for a setback of approximately 29 feet from the Philadelphia Pike. The Building Inspector requested a 40 foot setback...
