Richard F. Stageman, Council Bluffs, for appellant.

Norman A. Erbe, Atty. Gen., Marion R. Neely, Asst. Atty. Gen., and Kenneth Sacks, Pottawattamie County Atty., Council Bluffs, for appellee.

PER CURIAM.
