This case arises out of the primary election of September 9, 1958. Three candidates, William T. (Bill) Brooks, the incumbent, William A. (Bill) Brooks and A.P. (Jack) Buzard, there sought the Democratic nomination for a six-year term on the Arizona Corporation Commission. As a result of the election, A.P. (Jack) Buzard received 56,799 votes, William T.
