This is a declaratory judgment proceeding challenging the validity of so-called "hot bath" ordinances adopted by the City of Louisville in 1956 as amendments to its "Minimum Standards for Habitable Buildings" ordinance of 1954, and questioning also a further amendment, adopted in 1957, providing for exemptions in hardship cases. The attack is made by class representatives of (a) the various owners and occupants of property affected by the legislation...
