In its Complaint the Government alleged that in violation of Sections 1 and 2 of the Sherman Act, 15 U.S.C.A. §§ 1, 2, the defendant Board conspired with its trustees, officers and members to restrain and monopolize commerce in the business of selling and writing fire insurance in Cuyahoga County, Ohio.
