In each of these cases, brought under the Jones Act against foreign corporations alleged to be doing business in Virginia but not domesticated there, substituted service of process was attempted by service upon Virginia's Secretary of the Commonwealth upon the assumption that § 13-2171 was controlling. The cases were tried and disposed of below upon the same assumption.
