This case comes before us upon a petition of the Grace Line to review (§ 1032 of Title 5 U.S.C.A.), an order of the Federal Maritime Board under the United States Shipping Act, §§ 812 and 815, Title 46 U.S.C.A. The order was made by the Board after a hearing before one of its "Examiners," and the question is whether the Grace Line, which is concededly a "common carrier by water" of many kinds of goods in trade between South American...
