This appeal consolidates four separate actions brought under the declaratory judgment statute (Laws of 1935, chapter 113, p. 305; RCW 7.24), challenging the constitutionality of Laws of 1959, chapter 294, p. 1411. Although the prayer sought to enjoin the enforcement of the entire act (Laws of 1959, chapter 294), only § 3 and § 5 were held unconstitutional.
