This is a bill in equity to enjoin the members of the town council and the chief of police of Bristol from enforcing the provisions of general laws 1956, § 5-16-2, against the complainant. The cause is pending in the superior court on bill, answer and oral proof, but in the course of the proceedings a question of law arose which in the opinion of the trial justice was of such doubt and importance and so affected the merits of the controversy...
