In 1957 the highway commission started extensive improvements on Primary Highway No. 28, which, in Des Moines is a city street known as Army Post Road. This street bounds the municipal air port on the south and intersects Fleur Drive which bounds the air port on the east. The plans for the project involved the widening and repavement of the highway and the condemnation of some land on the south side.
