The validity of the election turns upon whether the form of the published notice thereof met the requirements of Article 6959, Vernon's Texas Civil Statutes. The case is before this court on certificate from the Honorable Court of Civil Appeals for the Ninth Supreme Judicial District at Beaumont. The certificate recites:
