When this case was here before, we thought the judgment of the district court was in error in leaving to the decision of an arbitrator the question, and the sole question, whether the Union had proceeded with "sufficient diligence" in presenting a certain grievance to the board of arbitration. 1958, 258 F.2d 516, 522.
