On July 11, 1959, defendant, a 16 year old boy, was arrested for operating a motor vehicle upon a public highway without exhibiting registration plates as required by section 401 (a) of the Act of April 29, 1959, P. L. 58, 75 PS §401, known as The Vehicle Code. Defendant waived hearing before a justice of the peace and the matter is now before us for disposition.
