SPRATLEY, Justice.

This case requires us to determine the validity of a provision of §§ 54-503 and 54-504, Code of Virginia, 1950, relating to the record which must be made by authorized vendors of "exempted" narcotic drugs. The two sections are contained in the "Uniform Narcotic Drug Act," Article 11 of Chapter 15, Title 54, Code of Virginia, 1950, as amended. They read as follows:

"§ 54-503. Record to be kept by vendors of exempted preparations...
