Plaintiffs herein have filed a petition praying for a declaratory judgment and for an injunction.

The petition alleges that this Court has jurisdiction under the Civil Rights Act, 42 U.S.C.A. § 1981 et seq., and alleges a violation of Federal and State constitutional rights.
