BUCHANAN, Justice.

The American Druggists' Insurance Company appeals from an order of the State Corporation Commission which denied its application for a uniform 25% downward deviation from the rates approved by the Commission for fire and allied lines of insurance written by the appellant.

The Company's application for the deviation was filed pursuant to Code § 38.1-258, which in part provides:

"* * * any such insurer may make written application...
