This case arises under the Longshoremen's and Harbor Workers' Compensation Act, 44 Stat. 1424, 33 U.S.C. §§ 901 et seq.,* which is applicable in the District of Columbia, 45 Stat. 600, § 36-501, D.C.Code (1951).
