These are appeals from the grant of the usual order restraining the prosecution of suits against a petitioner for exemption from or limitation of liability under 46 U.S.C. §§ 183 et seq., and from the refusal to vacate the order thus made on motion of a claimant. Petitioner-appellee questions the timeliness of the appeal from the first order, but we shall not stop to consider this because the second appeal raises all the pertinent issues...
