This matter is before the court upon petition filed July 18, 1958, by the three members of the Board of Commissioners of Franklin County. The court ordered a hearing in the courtroom on September 3, 1958, and caused advertisement thereof to occur once a week for three successive weeks by newspaper and handbills.
