ROBINSON, Justice.

The issue here is whether the Governor has authority to remit a forfeited bail bond. Thomas Gordon Tinkle, Jr., was charged in the Criminal Division of the Chickasawba District of the Mississippi County Circuit Court with the crime of burglary and grand larceny. When the case was called for trial, Tinkle failed to appear, and the court ordered that the bail bond be forfeited. Later, the Governor issued a proclamation purporting to remit such bond...
