The petitioner was appointed to the position of Principal Account Clerk on December 12, 1955 after taking a noncompetitive examination and being certified as qualified by the Civil Service Commission of Schenectady County. Petitioner's title was changed to Senior Clerk on January 1, 1958 and he continued to occupy this position until his employment was terminated as of March 5, 1958 by a letter from the City Manager of the City of Schenectady...
