Appeal is from a Superior Court, Law Division, judgment in favor of defendants upholding the constitutionality of L. 1947, c. 367 (hereafter referred to as N.J.S.A. 43:10-18.26) and dismissing plaintiff's complaint. The case was decided on the pretrial order, exhibits and stipulated facts. The trial court's opinion is reported in 51 N.J.Super. 363
