The plaintiffs in each of these cases were firefighters at various Army posts in the United States. They sue for additional compensation to which they say they are entitled for the period of six years prior to the filing of their petitions. Up until November 1, 1954, they have been paid under the so-called "two-thirds rule" promulgated by the Civil Service Commission under the Federal Employees Pay Act of 1945 (59 Stat. 295), 5 U.S.C.A. § 901...
