These actions, dismissed by stipulation as against Secretary of Agriculture Ezra T. Benson, were consolidated for purpose of trial. One was brought to set aside a determination by the Iowa State Stabilization and Conservation Committee forfeiting plaintiff's 1957 payment under his "Soil Bank Acreage Reserve Agreement" and assessing a 50% penalty against him, and the other one to set aside a like determination...
