You have requested this department to interpret the following language in the recently enacted harness racing legislation (act no. 728, 1959 session, signed by the Governor on December 22, 1959):

"Section 20, Local Option (a). The commission shall not consider an application for a license to conduct harness race meetings until a majority of the electorate...
