Decedent was a Fire Commissioner, an elective office, in the Killbuck Fire District and was fatally injured by an automobile while crossing a road in the course of his duties as Commissioner.

The first district is a subdivision of the Town of Great Valley in Cattaragus County, which had in force with the State Insurance Fund a general policy of workmen's compensation coverage for the county...
