On July 17, 1931, the petitioner, Mrs. Elizabeth Lilly Schrager-Singer, then a citizen and resident of Rumania, deposited the sum of $2,041.46 in dollars in the Hungarian Discount and Exchange Bank of Budapest, for which the bank issued to her two passbooks showing deposits aggregating that amount. For such dollar deposits, the Hungarian bank maintained a "cover account" in the New York Agency of the Swiss Bank Corporation. After the...
