This is an appeal from a judgment entered pursuant to the verdict of a jury in an appropriation case. Throughout this opinion, for the sake of clarity, we will refer to the appellant in this case as the state and the appellees as the property owner. This is deemed necessary because in the trial court the property owner was designated the appellant.
