A counselor of the Juvenile Court of Tulsa County filed the petition in this case in that court seeking an adjudication that Lonnie Blaine, Tony Lee, Joyce Ann, Cecil Ray and Reba Jane McNatt were dependent and neglected and should become wards of the court.
