The appellee, a native of Russia and a citizen of Iran, entered the United States for permanent residence in November 1941. As a male alien residing in the United States, he registered under the Selective Training and Service Act of 1940, as amended, 50 U.S.C.App., former § 301 et seq., 54 Stat. 885, 55 Stat. 844.
