The present controversies involve the validity of three ordinances of the City of Mason City. No. 760 purports to increase the salary of the mayor of the city from $6,000 to $8,400 per year, beginning January 1, 1958. It was adopted by the city council on November 4, 1957, and published as by law required on November 25 following.
