Nancy F. Brock died testate in 1956. The issues now presented arise from differences as to the proper construction of items 4 and 5 of her will, the pertinent parts of which read as follows:

"Item 4. My late husband, Dr. G. S. Brock, died testate March 6, 1941, leaving his property to me and leaving near relatives who I desire to share in his estate after my death. After paying the Estate tax, Inheritance tax and part of the expenses of administering...
