Peckinpah for the Madera Irrigation District, and Francis Price for the Santa Barbara County Water Agency, appellants.

By special leave of Court, 356 U.S. 917, John F. Davis argued the causes for the United States, as amicus curiae, urging reversal. On the brief were Solicitor General Rankin, Assistant Attorney General Morton, Roger P. Marquis, S. Billingsley Hill, Fred W. Smith and David R. Warner.
