This action involves a controversy between a lessor and a lessee concerning their respective rights and obligations relative to a certain beer and wine license issued to the lessee by the Washington state liquor control board (herein called the liquor board). Appellant Irene Miller (the lessee) will be referred to as though she were the sole appellant.
