Plaintiff, territory of Alaska by its acting commissioner of veterans' affairs, commenced this action in Snohomish county upon a demand promissory note payable to the order of the office of the territorial commissioner of veterans' affairs, an agency of the territory of Alaska. The note was signed by David Tewkesbury and William Tewkesbury.
