OPINION BY ERVIN, J., January 21, 1958:

The claimants, 47 in number, were last employed by Pramco, Inc., Punxsutawney, Pennsylvania, a non-union plant. The International Ladies Garment Workers Union was attempting to organize the plant. The union obtained signatures on a number of authorization cards and requested the company for recognition as the certified bargaining agent for the employes without petitioning the National Labor Relations Board to hold a vote.
