This case is before us on defendant's motion for summary judgment.

Plaintiff sues under a contract with the Department of the Interior for the increased wages it was required to pay on account of a redetermination of the prevailing wage made by the Secretary of Labor after the execution of the contract between the parties. Under the contract plaintiff was to perform certain work dealing with the earthwork and structures on the Missouri River...
