In these cases the United States sued the defendants for conversion of property. It is the claim of the plaintiff that each of the defendants purchased property from Charles Hopper and Darlene Hopper which was subject to chattel mortgages held by it. Each of the defendants moved for summary judgment on the ground that the plaintiff's chattel mortgages were not indexed in the office of the County Recorder as required by law.
