This is an action for a declaratory judgment wherein plaintiff seeks to hold the zoning ordinance of the Village of Scarsdale unconstitutional and void and to declare that it is confiscatory, unreasonable and void insofar as it affects plaintiff's property, which was reclassified and upgraded from a Business B District to a Residence B District.
