This is an appeal from a judgment of the district court holding that Chapter 19, article 18, R.R.S.1943, as amended by Laws 1957, chapter 48, page 228, involves a matter of state-wide concern and therefore is applicable to the city of Grand Island, a home rule charter city. The trial court further held that the plaintiff in error was improperly discharged from the police department of the city under the terms of the act and that he was entitled to...
