In 1934 the City of Hot Springs entered into an agreement with the National Park Service, Department of Interior, relative to the construction of a city sewer system and sewage plant in Hot Springs. The parties recognizing that Hot Springs' reservation, including appellants' bath houses located thereon, contributed largely to the city's sewage, the Park Service agreed to pay 22.5 percent of the construction cost and an additional 5 percent in lieu of...
