Appellants, Julius Gordon and Sam Landrum, who are resident, tax-paying citizens of Jefferson County, brought suit against said county and its judge, commissioners, commissioners' court, and treasurer to enjoin them permanently from expending for highway right of way along a proposed route through the City of Beaumont money that has derived to the county from the sale of county bonds.
