Postell, a subcontractor, against several contracting companies joined together as the prime contractors for the construction of the Government lock and fixed crest spillway at the Jim Woodruff Dam project just below the confluence of the Chattahoochee and Flint Rivers near Chattahoochee, Florida. These two rivers are the headwaters for the Appalachicola River...
