This case comes before the court pursuant to House Resolution 699 of the 82d Congress, 2d Session, July 1, 1952, which provides as follows:

"Resolved that the Bill (H. R. 8255) entitled "A Bill for the relief of the Cooper Tire & Rubber Company" now pending in the House of Representatives, is hereby referred to the United States Court of Claims pursuant to Sections 1492 and 2509 of Title 28 United States Code; and said court shall proceed...
