During World War II the plaintiffs, then trading as a partnership under the name of Westchester Hats, committed certain violations of the Walsh-Healey Public Contracts Act (49 Stat. 2036 et seq., 41 U.S.C.A. § 35 et seq.) in the performance of their Government contracts. Eventually, after investigation, hearings, and a report and recommendations by the trial examiner of the Department of Labor, the Secretary of Labor, on April 24, 1950, made findings...
